Chronology of events of Movement for restoration of dam of Ramling Temple

·        1990: Exploration of opportunities and sources of water storage.
·        1991: Awareness about the reservoirs like arranging exposure visits, site visits to people.
·        1991-92: BDDF/BZVV (No. 189/93-94) forum launched under the name and style of Bijapur Zilla Vikas Vedike.
·        1993: Issue taken up by the Rotary Club of Bijapur and the matter was briefed to Shri.M. Madan Gopal IAS, Deputy Commissioner Bijapur. The Deputy Commissioner of Bijapur was convinced for the need for restoration of Begum Talab. The said tank which was leased to the University of Agricultural Science Bijapur was revoked and made available for the developmental activities. The Begum Talab restoration committee was constituted. The minister for minor irrigation Dr.R.B. Choudhary ordered the renovation and restoration of two tanks namely, Begum Talab and Ramling Temple Tank with a budgetary provision of Rs.15,00,000/- for each tank renovation work.  The wok was launched by the minor irrigation department and about 55Tcu.m. Silt was removed which was given over to farmers for use. The Deputy Commissioner was not satisfied with the dept. of Minor Irrigation work.  A vigilance committee was instituted into the work.
·        1993-94 till 2005: Advocacy-Petitioning continued.
·        2005: The signs of HB work at the Ramling Site noticed and visited the site. Laying out of residential area was observed.
·        06.01.2006: Public Notification in Newspapers for public hearing.
·        06.02.2006: Public hearing at project: Ittangihal, Bijapur where BZVV opposed the project for following reason:
1.     Proponents did not take note of the status of protected Dam of Ramling Temple, the tnk bed and the catchment. The Ramling Reservoir is the balancing reservoir to the Bhutnal         rtayhis the balancing reservoir to the Bhutnal Tank, which is source of drinking water to Bijapur.
2.     Project commenced prior to public hearing and clearance from concerned authorities.
·        08.02.006: Press release by Deputy Commissioner of Bijapur charging encroachment.
·        17.02.2006: Why- Procedings of Public hearing
Now the questions:
1.     Role and motive of public authorities like- Presidents of ZP, CMC, Taluk Panchayat, DHO, EE(MI), ASI and Tehsildar in remaining absent?
2.     Why notices should not be served on these people who remained absent?
3.     Did the proponent get the final clearance from the Ministry of Environment and Forest, GOI and the Ministry of Environment  and ecology, Govt. of Karnataka to execute the project. If o when?
·        04.05.2009: Petition by BZVV to the KSHRC Bangalore for restoration of Ramling Temple Tank.
·        18.05.2009: Letter from Registrar, KSHRC seeking comments.
·        22.08.2009: The case listed as 2149/09 under KSHRC. Letter from Registrar, KSHRC sought comments of complainant BZVV. Hearing listed for 5.10.2009
·        13.08.2009: Reply from Shri. R. Shantraj Deputy Commissioner Bijapu to notice of KSHRC under No.2149/09.
·        05.10.2009: Comments of BZVV along with a copy of opinion of Minor Irrigation Dept. and photographs submitted to the KSHRC.
·        07.06.2012: Reminder appeal to KHRC by BZVV along with a copy of newspaper item on Supreme court order.
·        26.06.2012: Final order of KSHRC judgement dated 22.06.2012-
Accordingly DC was ordered to:
1.     Take necessary steps for removal of encroachment.
2.     Renovate Tank.
3.     Prevent sewage water flow and submit Action Taken Report within one month from the date of receipt of the order. Since then no action has been taken by the DC.
·        2012: Meeting in the DC’s Office regarding KSHRC order: No proceedings made only KHB people attended the meeting.
1.     Meeting with DC and site visit along with team of representatives from ASI, land survey and CMC.
2.     Follow up to the site visit ASI has put up warning boards regarding protected and prohibited area around the dam of Ramling Temple.
·        02.06.2012: Reminder Appeal regarding development of Ramling Tank submitted to DC Bijapur.
-         No response
-         Rampant work on commercial layouts in the progress which is causing damage to the protected structure.
·        15.09.2012: Engineers Day: Booklet on “Restoration of Ramling tank” released. Copy submitted to the DC Bijapur.
·        01.11.2012: A copy of the booklet submitted to the District in charge Minister Shri. S.K. Bellubbi
·        27.07.2013: Visit of Rajendra Singh to traditional water harvesting system structures Begum Talab, Ramling Kere.
·        02.08.2013: Discussion on Ramling tank in South India River Rejuvenation Policy Formulation Workshop at Bangalore.
·        08.08.2013: Meeting of V.Balasubramanian Rtd.Additional Chief Secretary and Chairman Task force on illegal  Land Encroachment Committee ,with D.C.Bijapur.
·        08.08.2013: Visit of A.T.Ramaswamy,Chairman Illegal  Land Encroachment Committee ,to Historical Sites.
·        10.08.2013:Visit to to Traditional  Water Harvesting System structures Begum Talab, Ramling Kere and Kalebag tanks by Shri.S.R.Hiremath SPS,Dharwad.
·        Presentation of the case of Restoration of Traditional water harvesting system structures of need for restoration in National Workshop on ‘Save Rivers and Ponds’at TBS’s office,Bheekampur Rajastan.
·        07.09.2013: Presentation of Case of Traditional water harvesting system structures of need for restoration at  the Public Hearing  on Indian Rivers in New Delhi
